AI-native, fully accountable constitution management for British councils.

Easier to change, easier to read, always on the record.

Keep your constitution current with a fraction of the officer time. Let AI draft the amendment, review and release it in one place, and publish a version every councillor and resident can read on their phone.

For Monitoring Officers

Know exactly what changed, and prove it

Every edit is a version. Every publication is a release. Nothing reaches the public site until someone with the authority to release it does so, and the record of who, when and why stays with the document.

Every version, with its reasons

Each version records who made it, when, which tool made it, and the decision or conversation behind it. Compare any two versions, released or not, and see the exact wording that moved.

Nothing published by accident

Editing makes a version. Publishing is a separate release, by someone with the authority to make it, and only a release reaches the public site.

Audited and undoable

Every change, by an officer or by AI, is in the audit log and can be undone. An undo is a new entry, so the history is never rewritten.

Keeping it current

Know when the constitution needs to change

Constitutions grow and drift out of date. CivicOS tells you when there are problems, and gives you the tools to act.

Automatic checks when something changes

When the council changes how it works, or the law changes, CivicOS allows you to ask: “how does this affect the constitution, and do we need to look at it?”. The clauses concerned are flagged, and you can see which areas have been reviewed, and which are potentially outdated.

A full review tool

Reviews are an explicit logged action in CivicOS. Create a review of the whole document, a Part or a chapter and assign it as a task. CivicOS tracks progress, and helps them open sub-tasks for changes they spot and assign them to colleagues or agents.

Assignable tasks

Every piece of work is a task on the document: typed, assigned to a person or to an agent under them, ordered with dependencies and due dates. People are emailed when a task lands on them or is commented on.

For governance and Democratic Services officers

Make an amendment in an afternoon

Say what needs to change. The assistant drafts it against the document you already have, shows you the difference, and applies it only when you say so.

Ask for the change in plain English

“Change the call-in period from five to ten working days.” The assistant finds the clauses, proposes the edit, and shows the exact difference. You apply or reject it. Nothing is written until you do.

Bring your Word document with you

Your existing constitution is imported from Word into a structured document, part by part, keeping the numbering you have and the cross-references between clauses.

Numbering and references look after themselves

Move a section and the numbers, the cross-references and the links to it stay right. Every clause has a permanent identifier that survives renumbering, so citations do not rot.

For councillors and residents

A constitution people can actually read

Not a 400-page PDF. A website on your own domain, in your branding, where every paragraph has a link, every word is searchable, and every version is still there.

Tower Hamlets Council Constitution on a desktop browser: a left-hand column with search, summaries for residents and councillors, and the contents by Part; the main column showing Part A, Introduction, version 13.0.0.0, last updated 3 August 2026, links to other versions and a PDF download, and Chapter 1 of 72 with numbered paragraphs.
The same chapter on a phone: the council’s header, the Part A banner with version and PDF link, and the numbered paragraphs reflowed to a single column.
Tower Hamlets Council’s published constitution, version 13.0.0.0, on a desktop and on a phone.

Link to any paragraph

Select a paragraph and the address bar holds a permanent link to it. Committee reports, legal advice and council emails can cite the exact clause, and the link still works after the next amendment.

Search, summaries and every version

Full-text search across the document. Plain-language summaries for residents and for councillors. Every released version kept, with a side-by-side comparison of any two.

Your domain, your branding, any device

Served on your own domain with your logo, favicon and cover. Readable HTML on a phone, with a PDF for those who want one.
